Tukwila Police find murder suspect in Kent; arrest him after firing foam impact rounds

Tukwila Police arrested a 27-year-old man Tuesday at a Kent apartment on a murder warrant in connection with the March 2008 shooting death of a man at a Tukwila apartment.

Carlos Wayne Ellison has been on the run for two years, according to a Tukwila Police media release. Ellison is alleged to have shot his friend Rogers Jovan Ward in the head during an argument over money.

Detectives tracked Ellison to Kent Signature Pointe apartment complex in the 25100 block of 62nd Avenue South. Police had received a tip two weeks ago that Ellison was in the area.

Members of the Valley SWAT team, Tukwila Police and U.S. Marshals Service surrounded the apartment at about 3 p.m. Tuesday. Ellison was hiding inside.

Police negotiated with Ellison on the phone before Ellison left the apartment and approached police.

Ellison refused orders to get on the ground and yelled at officers to shoot him, according to the media release. The officers fired foam-impact rounds in order to knock him to the ground.

Officers then took Ellison into custody without further incident. Foam-impact rounds are a less lethal bullet used to control suspects and has an impact similar to a punch, said Tukwila Police spokesman Mike Murphy.

Detectives learned that Ellison had traveled to Missouri and Florida trying to evade arrest.

Ellison was booked Aug. 17 into the King County Jail in Seattle. Bail was set at $750,000.

Ellison and Ward got into an argument March 15, 2008 at a Tukwila apartment in the 5700 block of South 152nd Street. Ellison reportedly pulled out a gun and shot Ward in the head.

King County prosecutors filed first-degree manslaughter charges against Ellison in April 2008. Tukwila Police had not been able to locate Ellison until Tuesday.
